You put the carb upside down and measure the float closed. Measure from the sealing surface of the carb to the top of the float. The float is manually adjusted. You need to bend it up or down to adjust.If so there is a section of the sleeve that is cut out from top to bottom. There is a what looks like a metal burr on the wall of the carb.
